Kenya\u2019s commitment to protecting vulnerable populations \u2014 including children, older persons, and persons with disabilities (PWDs) \u2014 is anchored in the Constitution of Kenya (2010), the Children Act (2022), the Persons with Disabilities Act (2003), and the National Social Protection Policy. Despite these efforts, millions remain at risk of poverty, exclusion, abuse, and neglect due to persistent financing gaps and systemic inefficiencies.<\/p>

The government has implemented various social protection and care programs, such as:<\/p>

  • Cash transfers for orphans and vulnerable children (OVC)<\/li>
  • Inua Jamii program for older persons<\/li>
  • Support services for PWDs through the National Council for Persons with Disabilities (NCPWD)<\/li><\/ul>


    However, these programs face significant challenges in scaling up, sustainability, and impact, largely due to inadequate financing and structural constraints. This brief highlights the key financing challenges and proposes practical policy actions for strengthening support to Kenya\u2019s most vulnerable citizens.<\/p><\/div><\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

        Child and Elder Care Foundation<\/em>\u00a0is recommending the implementation of the following to help address the challenges. The organization is also working closely with the Department of Social Protection and Senior Citizens Affairs to conduct continuous research, capacity building of stakeholders, as well as implementing projects that enhance access to effective, suitable, and easily accessible care services for all vulnerable groups.<\/p><\/div><\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
